 |
- GAMEPLAY RULES: RBI Baseball adheres to all MLB gameplay rules unless otherwise stated in our RBI rules.
- BATS: This is a wood bat league. Aluminum, bamboo, composite and all non-wood bats may not be used at any time.
- AGE: All players must be 18 years of age or older. If under 18, parental consent form must be signed.
- FEES: Team League fees must be remitted before the start of the season. Once the season begins, league fees will be non-refundable. If any extenuating circumstances arise, teams must contact the league office for any refund requests.
- FORMS: All players must sign and submit to the league both a Waiver form and a Player Contract Form in order to be eligible to play. Players are not allowed to play without having a waiver form or contract on file with the league.
- UNIFORMS: All players must wear appropriate uniforms at all times. By the fifth game of the season, all teams must be fully uniformed.
- GAME LINEUPS: Each team must have nine players on the field at all times. All starting lineup rosters must be remitted to the umpire for review prior to gamestart. If a player is not on the list of reserves submitted at the beginnng of the game, he will not be eligible to play. Managers must notify the umpire and other team managers of any lineup changes.
- EXTRA HITTER (EH): Teams may use an Extra Hitter (EH), resulting in a batting lineup of 10. The EH cannot play the field EXCEPT under the following circumstance: An EH will be allowed to play the field if a team needs a 9th player to play the field to avoid a forfeit and they have no players available on their bench.
- DESIGNATED HITTER (DH): Teams are not allowed to use a DH. Pitchers must be listed in the batting order.
- FORFEITS: If a team cannot field nine players to start a game, the game is forfeited and the final score for the game will be recorded as 7-0. If a game must be forfeited after the start of a game, all stats from the game will be counted. The win and loss will go to the pitchers of record for the winning and losing team as a result of the forfeit (regardless of score). Teams who forfeit will become responsible for both umpires fees.
- ROSTERS: Maximum roster size permitted is twenty-five (25) players. Teams must submit a roster prior to the season. Teams can add a player at any time during the season (signed contract must be submitted to the league offices). For a player to be eilgible for the postseason roster, they must play a minumum of 3 games with the team. Any roster transaction (waivers/additions) must be reported to the league.
- JEWELRY: No excessive jewelry will be permitted during gameplay. An umpire may ask a player to remove jewelry if he deems it excessive.
- PROTECTIVE GEAR: Players are allowed to wear protective gear during an at bat (shinguard, elbowguard, etc.) but it must not be excessive. This determination will be made by the umpire.
- INCLEMENT WEATHER: In the event that a game must be cancelled prior to the start of the game due to inclement weather, it will be rescheduled. Managers should check the Web site or call league officials two hours prior to game time to find out if a game has been cancelled due to weather conditions. It is the responsibility of the manager to alert their players.
If a game must be called after a game has started: (1) the game will rescheduled if 5 full innings have not been played (all stats do not count) or (2) the game will be considered official if at least 5 full innings are played.
- EXTRA INNINGS: The number of extra innings for a game will be determined by (1) the time left on the reservation of the field and (2) visibility. If a game that has playoff ramifications is stopped in extra innings, the game will be continued from the inning in which it ended at a later date.
- FIELD TREATMENT: Teams must always leave the field in good condition. Teams must clean up after themselves and put all trash in the park's trash bins for the benefit of the other teams and the league. No teams/players may deface or destroy park facilities in any way. This will lead to disqualification from the league.
- MERCY RULE: If a team has a lead of 10 runs or more after 5 full innings, they will be awarded the win. If the HOME team achieves a 10-run lead during or after the 5th inning, the game is over whenever they score the 10th run. The AWAY team does not get another at bat. If the AWAY team achieves a 10-run lead after the 5th inning, the HOME team DOES hit in the bottom of the inning.
- CONDUCT: It is at the sole discretion of the umpires to manage gameplay conduct. Umpires may issue warnings at their own discretion in order to maintain a professional level of conduct, but are not mandated to do so. In the event a player is thrown out of a game, umpires/managers must inform the league and describe actions occurred. The use of profanity, vulgarity, taunting or the verbal abuse of umpires and officials will not be tolerated at any time. Players found violating these guidelines will be thrown out of the game. Pending severity, commissioner may suspend player(s) in violation. Fighting will not be tolerated at any time during the league. Fighting will result in an automatic 1-game suspension depending on severity.
- TIME LIMITS: Games played at the following fields will have time limits because the lights at these fields are controlled by a timer mechanism:
- 128th & 3rd (11:00pm)
- DeWitt Clinton (10:45pm)
A new inning cannot commence once the time limit is reached. The home team will be allowed to finish the inning. If a game is suspended because the timer mechanisms are enacted, the game will result in a suspended game under Rule #20.
- SUSPENDED GAMES:
(a) The league shall adopt the following rules providing for completion at a future date of games terminated for any of the following reasons:
- A curfew imposed by law;
- A time limit permissible under league rules;
- Light failure or malfunction of a mechanical field device under control of the home club. (Mechanical field device shall include automatic tarpaulin or water
removal equipment).
- Light failure due to time limit imposed by park officials or parks which have lights controlled by timers
- Darkness, when a law prevents the lights from being turned on.
- Weather, if the game is called while an inning is in progress and before it is completed, and one of the following situations prevails:
- The visiting team has scored one or more runs to tie the score, and the home team has not scored.
- The visiting team has scored one or more runs to take the lead, and the home team has not tied the score or retaken the lead.
(b) Such games shall be known as suspended games. No game called because of a curfew, weather, or a time limit shall be a suspended game unless it has progressed far enough to have been a regulation game under the provisions of MLB Rules Section 4.10. A game called under the provisions of MLB Rules Section 4.12(a), (3) or (4) shall be a suspended game at any time after it starts. NOTE: Weather and similar conditions_4.12 (a) (1 through 6)_shall take precedence in determining whether a called game shall be a suspended game. A game can only be considered a suspended game if stopped for any of the five (6) reasons specified in Section (a). Any regulation game called due to weather with the score tied (unless situation outlined in MLB Rules Section 4.12 (a) (5) (i) prevails) is a tie game and must be replayed in its entirety.
(c) A suspended game shall be resumed and completed as follows:
- Game will rescheduled with due timely notice of no earlier than 1 (one) week.
- A suspended game shall be resumed at the exact point of suspension of the original game. The completion of a suspended game is a continuation of the original game. The lineup and batting order of both teams shall be exactly the same as the lineup and batting order at the moment of suspension, subject to the rules governing substitution. Any player may be replaced by a player who had not been in the game prior to the suspension. No player removed before the suspension may be returned to the lineup. A player who was not with the club when the game was suspended may be used as a substitute, even if he has taken the place of a player no longer with the club who would not have been eligible because he had been removed from the lineup before the game was suspended. If immediately prior to the call of a suspended game, a substitute pitcher has been announced but has not retired the side or pitched until the batter becomes a baserunner, such pitcher, when the suspended game is later resumed may, but is not required to start the resumed portion of the game. However, if he does not start he will be considered as having been substituted for and may not be used in that game. Failure to abide by these rules will result in a forfeit.
- If both teams are out of playoff contention, the League reserves the right to not schedule the suspended game and the game shall be a called game.
- If a suspended game has not been resumed and completed on the last date scheduled for the two clubs, it shall be a called game.
- PROTESTS:
(a) No protests shall ever be permitted on judgement decisions by the umpire(s). In all protested games, the decision of the League President shall be final. Even if it is held that the protested decision violates the rules, no replay of the game will be ordered unless in the opinion of the League President the violation adversely affected the protesting team's chances of winning a game.
(b) Whenever a manager protests a game because of alleged misapplication of the rules the protest will not be recognized unless the umpires are notified at the time the play under protest occurs and before the next pitch is made or a runner is retired. If a pitch is thrown or a play made thereafter, the team forfeits their right to protest.
(c) A protest arising on a game ending play must be filed with league officials within 48 hours after the protested game.
Procedures for protesting a game:
- Both scorecards must be signed by each manager and the head umpire
- A letter of explanation detailing the protest
- Contact league officials within 48 hours: commish@rbibaseball.net
- APPEALS: Appeals regarding suspensions may only be submitted by team managers. All appeals must be made in writing to league officials.
- CONTENTION OF UMPIRE CALLS: Players/Coaches may not argue balls and strike calls made by the umpire. Players may not show up the umpire in any way. Only coaches/managers may argue calls made on the field. Only managers may contact the league office to express their complaints regarding official umpiring/gameplay.
- STATISTICS: All teams are responsible for recording stats during each game. They will also be responsible for inputting their stats in the League's stat-tracking system. League officials will grant all teams access to the stat-tracking system at the start of the season.
- SCHEDULE CONFLICTS: Managers must contact the league within 2 weeks after the release of the season schedule to request that a game be rescheduled. Teams will not be allowed to request that a game be rescheduled once the season starts. If a team does not show up to a game, they will lose by forfeit and a score of 7-0. The team that forfeits is responsible for paying BOTH umpire fees. The league reserves the right to disqualify a team if they forfeit on too regular a basis.
- INJURIES: In the event a player suffers a serious injury during a game, players must alert park officials or call 911 for immediate help. In the event a pitcher is injured, a new pitcher has unlimited time to warm-up and take over pitching duties. An EH can take the field to replace an injured player ONLY if there are no players on the bench available. If a team cannot produce a ninth player after the injury, they forfeit the game.
- GROUND RULES: Umpires must go over all ground rules before the game with managers.
- PUNCTUALITY: Players are encouraged to arrive 1 hour prior to gametime. Due to time constraints, teams must be ready to take the field at gametime. If a team does not have the required minimum of 9 players by gametime, the umpire will allow an additional 30 minutes of extended warm-ups. After 30 minutes, it is up to the opposing manager to decide if he wants to accept the forfeit win or let the opposing team wait for their player.
- ROBERTO CLEMENTE FIELD RULE: The lights at Roberto Clemente for a night game are shut down at 10:30pm, regardless of score or inning. If 5 innings have been played, the game is official. If 5 innings have not been played, the game will be rescheduled. If the game is tied after 5 innings, it ends in a tie (unless the game has playoff ramifications in which case the game will be continued at a later date).
- LIGHTS: When playing night games on fields where the lights automatically shut down at a certain time, the game will be stopped and considered final after the last COMPLETE inning before the lights are scheduled to shut down, regardless of the inning. The umpire will be responsible for making the decision regarding when the game should be stopped. If 5 innings have been played, the game is official. For example, if the 7th inning of a game is completed at 10:45 and lights are scheduled to shut down at 11pm, the umpire should stop the game and award the team with the lead the win. If 5 innings have not been played, the game will be rescheduled. If the game is tied after 5 innings when the game is stopped, it ends in a tie (unless the game has playoff ramifications in which case the game will be continued at a later date).
- EQUIPMENT: Teams are responsible for supplying their own equipment. The home team will provide the bases (including the home plate where necessary).
- UMPIRE FEES: Umpire fees are to be paid by the teams before the start of a game.
